President Obama last May gave the bathroom directive to public schools for transgender students threatening to withhold funding for schools that did not comply. The Trump administration rescinded those guidelines arguing states and public schools should make their own decisions without federal interference. Transgender legal advocates criticized the states' rights argument, saying it's a civil rights issue under the purview of federal government enforcement.
