The U.S. Appeals Court for the D.C. Circuit ruled the government cannot give tax credits or subsidies to anyone buying coverage on the health insurance marketplace run by federal authorities. The case revolves around four words in the Affordable Care Act, which says the tax credits are available to people who enroll through an exchange "established by the state." The IRS interpreted the law to include both federal and state exchanges, without Congressional approval.
