Pennsylvania's House of Representatives has approved a revenue proposal that covers 1.5-billion dollars of the 2.2-billion dollar deficit by borrowing against the state's Tobacco Settlement Fund, with no significant new tax revenue. The House is also seeking an additional 765-million in revenue from expansion of gambling and fund transfers. Gov. Wolf says he'll review the proposal, but favors a natural gas severance tax to close the deficit.
