President Obama wants an international agreement to cut fossil fuel emissions. Such a deal would require a two thirds majority vote in the Senate. Republicans currently hold 45 Senate seats and are opposed the agreement. The White House is working with other countries on a plan that would be "politically binding". U.S. negotiators would blend legally binding rules from a 1992 treaty and new voluntary promises, which would not require senate ratification.
