Within Gov. Tom Wolf's proposed $30 billion state budget, is a new tax on state lottery winnings over $600. Previously exempted to give an incentive to play, as lottery proceeds benefits senior citizen programs. However Pennsylvania is facing a $2 billion deficit and Wolf projects taxing state lottery winnings at 3.7% should bring $15 million in additional revenues.
