Pennsylvania State Senator John Eichelberger and Representative Stephen Bloom have submitted proposals for a constitutional convention in their respective chambers. They cite recent legislative problems, budget issues, the size of government and term limitations as reasons a convention is needed. Nathan Benefield Director of the Commonwealth Foundation says conventions are often called for by the public when legislatures cannot fix problems on their own. To hold a convention requires an agreement on terms, then they must be approved by voters in a referendum.
