Tuesday, the New York Stock Exchange invoked Rule 48, a measure designed to smooth the opening of the market amid potentially volatile conditions. Rule 48 was designed to be executed only when a number of special conditions exist. They include volatility during the previous day’s trading, trading in foreign markets before the open, and government announcements. The stock exchange invoked it on three consecutive trading days last week and again yesterday morning.
