The bill had significant opposition from both the Catholic Conference and the Insurance Federation who argued the legislation would allow victims from decades ago to come forward and file civil suits potentially bankrupting institutions like Diocese of Johnstown-Altoona found guilty by a grand jury abusing hundreds of students over 40 years ago.
